Senior Development Manager – Access Sport CIO – London

Job Description
Access Sport is looking to appoint a Senior Development Manager to our Changing Sports work. The post holder will primarily focus on the
development, growth and sustainability of community cycling clubs and
groups to ensure that they are inclusive, accessible and able to cater for young people from the most underrepresented communities. The post holder will also have opportunities to work across Access Sport’s other Changing Sports offers, such as our emerging work with basketball and tennis.
The post holder will initially be working across London, Bristol, Sheffield and Manchester to oversee the intensive development work we undertake with newly formed community clubs. There will be an
opportunity to help build a team across these cities (Manchester
Development Manager already in post) to support the direct delivery of
this work.
Cycling is a key focus for Access Sport. This is because we consider
cycling to be an important life-skill that can greatly enhance both an
individual’s personal health and well-being and the communities they live in. We believe every young person should have:
• Access to a bike
• The skills and confidence to ride it
• Somewhere local, safe, and exciting to enjoy riding.
Our work to address these challenges has three strands:
• Facilities – We provide safe, exciting, and local cycling facilities that
serve our most deprived and underserved communities. They are free
to use, and equipment is stored on site for community use.
• Clubs – We empower local volunteers to run sustainable community
groups that provide regular and inclusive access to equipment,
training, and pathways to further development.
• Community outreach – We reach the most inactive, at-risk, and
disadvantaged young people that have the most to benefit from our
work. We deliver specialist cycle training & Bikeability to these young
people in local schools, special schools and Pupil Referral Units.

Responsibilities
Delivery
• Overseeing the development of community clubs from scratch.
• Responsibility for the development of newly created community clubs
to make them inclusive and sustainable.
• Helping community clubs recruit, retain and reward volunteers.
• Ensuring community clubs are operating to appropriate standards.
• Supporting community clubs to diversify income and build fundraising
capabilities.
• Creating opportunities to upskill volunteers, coaches and young
leaders to deliver inclusive activity.
• Working with partners such as British Cycling to create new
competition pathways, such as a new pump track race series in
London, Bristol, Sheffield and Manchester.
• Carrying out regular visits to community clubs to strengthen
partnerships and capture learnings and data to evidence our impact.

Project Management
• Line management responsibility, developing and overseeing the
‘clubs’ team across London, Bristol, Sheffield and Manchester.
• Continuing to develop the model for the activation of community
cycling clubs, building on the work that has already been done.
• Manage existing relationships and development of new partnerships
with key organisations including local authorities, the police,
community groups, charities etc.
• Connecting organisations around the intensive clubs, such as British
Cycling, Cycling UK, local disability organisations etc.
• Managing spend against club development budgets.
• Working with the Senior Development Manager responsible for the
Inclusive Cycling National Network to develop a process for
transitioning clubs from the intensive development work we undertake
with newly formed community clubs, to the lighter touch support
offered through the network.

Monitoring and Evaluation
• Assist with the monitoring and evaluation requirements for the
programme, using online monitoring platforms such as Upshot.
• Contribute to internal reporting requirements such as creating case
studies, films and news stories for website/social media.
• Support the wider team to develop best practice and resources from
learnings and insights.

Person specification
Skills/ experience
• Considerable experience in working with community sport clubs or
organisations.
• Experience or significant knowledge of the sport for development
sector.
• A passion for empowering underrepresented children and young
people to reach their full potential through sport.
• Ability to manage multiple projects, underpinned by strong project
management and organisational skills.
• Excellent written and verbal communication and an ability to
communicate with a diverse audience.
• An understanding of the importance of safeguarding.
• Experience of working within a collaborative team environment and
ability to work independently.
• Line management experience with strong leadership qualities.

Flexibility
In order to work effectively in a changing environment, flexibility is
required from the post-holder. Any other tasks that may be requested
will be at the same level of responsibility and terms and conditions of
employment. The role will require some travel for partner meetings,
conferences and to different Access Sport offices, as well as occasional unsocial hours including evenings and weekends in accordance with the demands of clubs and events.
