Associate Director, Infra Transform – EBRD – London

Purpose of Job
The Associate Director, Infrastructure Transformation will work closely with selected partner organisations to deliver a Bank wide IT Infrastructure Transformation to effectively support the Bank’s mission and goals across all of the Bank’s countries of operation.
Defining and owning the delivery of programmes including a move to the Cloud, Service Transformation and Network Cloud enablement, the role will ensure that these programmes of work deliver Infrastructure Services closely and are aligned with the Banks IT Service Strategy.

Background
The role will work with selected third parties to provide business oriented, strategically planned and co-ordinated, delivery and of Infrastructure projects and programmes
The role works in conjunction with the Associate Director, Service Delivery and Management, Associate Director, Technical Operations and Director, Infrastructure & Operations to develop a business aligned, multiyear programme delivery roadmap
Work with the selected third parties to deliver Programmes and Projects as per the defined roadmap

Facts /Scale
Responsible for the development and management of Infrastructure Transformation Programme and Project budgets of up to £4.5m
Responsible for the management of internal and external delivery teams provided by multiple service providers and contract Project Managers as the need arises.
No line management responsibility, although input to EBRD resource Performance reviews will be required for EBRD staff used to deliver projects.

Accountabilities and Responsibilities:
Lead and manage the Infrastructure Transformation team that will be comprised of CCT and contract staff, providing coaching and guidance and maintaining cohesion and motivation amongst staff and contractors/consultants in a hybrid staff/outsourced organisational structure.
Responsible for developing, maintaining and delivering against a realistic and appropriate Programme roadmap with the Director, Infrastructure & Operations so that it suitably reflects acknowledged business requirements.
Continually review the technology market place and propose Transformation initiatives with a view of delivering against the Tech2020 strategy.
Contribute, along with the Director, Infrastructure & Operations to the technical strategy of the IT department, therefore assisting in the definition and direction of IT infrastructure within the Bank.
Develop and present project proposals, including business cases and budget requirements for Infrastructure Transformation initiatives. Deliver against the approved proposals to time and budget,
Responsible for working with the Director, Infrastructure & Operations to ensure efficient work and resource planning and delivery against the agreed work plans.
Responsible for project budgets for all Infrastructure Transformation initiatives
Identify and work with Delivery partners to deliver Projects and Programmes. Delivery partners will include the Service Operations outsource partner and OBS.
Contribute to oversight and governance for Project Delivery including models implemented by PMO
Accountable for developing and implementing relevant Policy and Standards within the IT Governance framework.

Knowledge Skills/Experience Qualifications:

Educated to Degree level
Experience:
Comprehensive experience of delivering global Infrastructure Transformation Programme using partner organisations
Comprehensive experience of delivering complex cross departmental projects which include Business Change and user adoption work streams
Extensive experience in business case definition and Steering Group management
Extensive experience with the planning and implementation of a move to Cloud Services
Experience in managing multi-disciplined teams including both external contracted teams as well as internal resources

Technical Skills:
Prince2 qualification would be an advantage
Understanding of ITIL will be an advantage
Extensive knowledge and experience of delivering Microsoft Cloud services, including Azure, O365, DRM, MDM and Microsoft Teams
The ability to conceptualise, communicate and own complex Infrastructure transformation initiatives
Excellent budget management skills
Ability to ensure multiple technical teams work in a cohesive and collegiate manner
Excellent player with excellent interpersonal skills, including tact and diplomacy
Excellent written and verbal communication skills with the ability to communicate appropriate, concise and accurate information to a wide variety of audiences both within and outside of the EBRD, ideally in 2 or more of the Banks core languages
The Ability to operate sensitively and effectively in a multicultural environment
Good understanding of Banking processes an advantage

Challenges include:
Working with new outsource provider to deliver Infrastructure Transformation without adversely impacting Service Operations
Implementing new methods of working and Programme/Project delivery standards whilst delivering quantifiable improvements to Infrastructure
Utilising Cloud services in the context of EBRDs legal framework
