National Development Manager (Women’s Football) – Programme Development – The Football Association

Our Organisation
The Football Association (The FA) is the governing body of football in England. We are responsible for promoting and developing the game at all levels; from grass roots through to the professional game, The FA Cup and the England International teams, and has two core assets: Wembley Stadium and St George’s Park.

The Role
Lead the strategic development of Women and Girls participation programmes, ensuring coherent and effective implementation at all levels. This role will involve working collaboratively with all delivery partners associated with programme development across the Women and Girls pathways. Managing internal and external relationships to maximise the development of new and existing programmes is also a key element of this function.

Key Accountabilites
Programme Management
Manage a portfolio of programmes for 5years to Adult
Sets the strategic direction for development of new specialist programmes for Women and Girls identifying gaps in the pathway and evolution of existing programmes
Continually review, analyse and consider the issues which stand in the way of Women and Girl transitioning from education to community and club settings
Lead, develop, manage and evaluate any new programmes that have been defined, tested and designed, ensuring they are ready for implementation

Results Orientation and Budget Management
Lead on all planning and reporting processes associated with programme development, including management and monitoring of relevant budgets
Lead on the development of a programme ‘Lifecycle’, for new and existing programmes for Women and Girls
Prepare business plans, regular reports and budgets, ensuring all associated programme development is on time and on budget.
Team Work
Work collaboratively within the W&G Participation Team and across the GRF Division and to implement innovative approaches, resources, events and projects that drive new Women and Girls’ participation.
Work with senior colleagues to ensure the implementation of W&G programmes is integrated in to wider GRF plans and is coherent at a local level (through County FAs and professional clubs and education establishments)
Implement regular interactive briefing session to ensure appropriate colleagues are properly informed regarding progress in all areas of programme development
Relationship and Influence
Work with key organisational decision makers and influencers to build awareness, ownership and buy in to the development of any new Women and Girls programmes
Make timely, informed and action focussed strategic decisions which drive programme development in response to changes in the internal and external landscape
Work with senior colleagues to ensure Women and Girls football is embedded and fit for purpose across all Grassroots programmes.
Ensure that programme implementation considerations are taken into account at programme development stage, and are effectively included within operational planning.
What We Are Looking For

Essential:
Experience of developing and implementing strategy at a national level
Proven track record of delivering national programmes and raising performance within established targets
Ability to motivate stakeholder groups/delivery networks to achieve collaborative goals
Manage and maintain budgets within specific financial parameters
Track record of developing effective partnerships to secure resources and or deliver targets
Ability to communicate and influence effectively at all levels
Knowledge of the NGB, football and education landscapes
Understanding of the FA Gameplan for Growth Strategy
Experience of implementing Quality Assurance processes
Capacity to manage conflict and find solutions to delivery
Demonstrate success providing a range of customer support services to internal and external customers
Ability to gain ‘buy in’ to equality objectives
Knowledge of barriers facing under-represented groups
Track record of innovation resulting in outcome focused results

Desirable:
Understand functional workings of County Football Association, school networks and/or Local Authorities
Experience and expertise in Womens Football
Please note this role is home based with a requirement to travel regularly within the UK.
